Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Negotiation and Warfare
The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are fought: positive announcements are delivered from various governments. Significant resources is expended on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "peace".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability afforded by timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through Western nations. Every launch shakes the surroundings, shaking the windows. The moment of terror quickly transforms into grim resignation: possibly the hostile projectile won't cause damage this time, preventing destruction from devastation and further power outages.
Ongoing Risks
Not long after, a large-caliber weapon fired at a drone close by, part of a mobile-fire group – probably Western-made equipment. Regrettably, the bullets missed the opposing UAV – it maintained course toward its destination.
With pauses, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's critical military reliance on external assistance – a dependence that neighboring countries are demonstrably unable to replace in the short term.
Failed Diplomacy
The 28-point plan from US administration generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new approach from American administration follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This trend will, certainly, endure.
Strategic Calculations
It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the whole story. American leadership works based on a premise familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is unfeasible to compel Moscow to abandon the territory that it already controls in Ukraine's south or east.
The issue is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not change more in its favour in the coming year.
Opposing Positions
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leadership remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding civilians and areas but averting a entire defensive failure until circumstances change in its benefit.
Current Realities
Objectively, there are no genuine requirements for a ceasefire. Now, individual motivations are coming into play: political desires to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unworkable, so that their attention does not shift toward homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a just a single week to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.
While new plans based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, mainly require continued Western support.
